VOTEL: Russia's support of the Assad regime has not only propped them up, but has also added complexity to the defeat-ISIS campaign. Moscow plays both arsonist and firefighter, fueling tensions among the Syrian regime, Iran, Turkey, the Syrian Democratic Forces, the United States and other coalition partners, then serving as a supposed arbiter to resolve disputes. Today, Russia's manipulative behavior has placed our campaign progress at risk with activities that are not focused on the defeat of ISIS, but rather preserving their influence and control over the outcome of the situation. 

WALDHAUSER: It's very difficult to characterize Libya, but I'd have to say a -- a fragile state. I mean, Salame, who is the U.N. representative, has got a plan to try to work through a restructuring of the -- of the political committees, a constitution and, potentially, a vote later this year. But the bottom line is, unless the security is there, unless the fair election can take place and unless those individuals who are part of the process will agree to the outcome of the election, then it wouldn't serve any purpose at this point.

La presenza russa in territori di guerra si nutre del caos e lo sfrutta per aumentare la propria sfera d'influenza in altre arene.
Per quanto efficace possa essere un'azione militare, e ottimale il coordinamento tra le intelligence dei vari Paesi, se non c'è un interlocutore politico deciso a regolare le velleità di Putin che si fa scudo di quelle degli altri attori internazionali e delle divisioni tra tribù, eserciti, opposizioni, il caos regnerà.
In questo momento si sente l'assenza dell'America da tutti i teatri importanti.
E l'Europa non è in grado di sostituirla.
Ascoltata la solita storia degli Hezbollah, che a casa sono una cosa e fuori costituiscono un altro tipo di problema, gli europei hanno fatto la ramanzina ad Hariri per poi riempirlo di promesse di paccate di quattrini che dovrebbero per ora scongiurare i miliardi che Putin avrebbe in serbo per mettere le zampe in Libano.
Nel frattempo l'instabilità nelle zone a rischio cresce.
